Annual Meeting Minutes

January 26, 2023


1. A Zoom meeting was held and called to order at 7:04.

2. Introduction of current Board members: Debbie Hill – Treasurer, Mary Bohn - Secretary, Stacy Moorhead – gates and clickers, Adam Shahan – member at large

3. Treasurer’s report

a. Debbie reviewed the full year costs for 2022 and the 2023 budget. Much of the money accrued for street repairs is being used for repairs needed to the brick wall.

b. For 2023, dues were increased from $475/year to $545/year due to increased maintenance costs in general (electricity, water, etc.) and also due to the cost of repairing the brick wall. We will need to start rebuilding the street fund.

c. It was noted that landscaping costs were higher than budget due to work from 2021 that was billed in 2022. However, 2021 landscape costs were in line with budget. Debbie will clarify.

d. The concrete drainage ditch between Lone Oak Creek and the Pointe was recently cleaned out in an expensive effort and was the responsibility of the Pointe HOA.

4. Highlights of 2022

a. The gates and playground equipment were repainted.

b. The benches at the playground were replaced.

c. Extensive repairs to the brick wall along Lone Oak Drive are in progress and nearing completion. Several bids were obtained for the brick wall repair, including a very high bid. The selected contractor is the same one who repaired the wall for Lone Oak Run, across from our neighborhood. The contractor has stated that the repairs should last for twenty years, but there is no guarantee.

i. The last two sections on the south end of the wall, which do not have houses behind them, were leaning badly and could not be repaired, but would have to be replaced. The Board chose to remove those two sections for cost reasons, which also provided brick to use in the repair of the remaining wall. The sidewalk in that area was replaced several years ago but has been damaged again by the leaning sections.

ii. A section of the brick wall near the entrance requires further investigation and is not part of the contract to repair the wall. Damage to the sidewalk in that area leads the contractor to believe that the footings for that section may not have been sufficient, but further investigation is needed.

5. Owner/Board discussion

a. Emily Tatro was recognized and thanked for decorating the gates.

b. The bottom of the street light at the corner of Creek Heights and NW 156th is falling apart. The Board will take an action to determine who is responsible for repairs/maintenance.

c. A fence panel needs to be replaced in the common area of NW 157th and Creek Heights Dr. The Board will take an action to work this.

d. A homeowner asked if anyone knew what work was being done on NW 150th on the east side of the creek (between the new development and Lone Oak East). Mary will check with Beverly Botchlet, who leads the Lone Oak Network meeting. Response: The developer of the new neighborhood of Edgecreek, who was also a co-developer of the Lone Oaks, is apparently working on drainage. Since Edgecreek was built on the flood plain, proper drainage and flooding is a concern for the Lone Oaks and Remington neighborhoods.

e. Homeowners who provided water for the brick wall repairs will be compensated for their additional water usage. Mary will contact those who were not in the meeting.

f. A homeowner asked if we have a way to protect against the use of homes as an Airbnb. We are not aware of any homes being used for that purpose, and discussed how onerous it was to revise the covenants.

g. There was some discussion regarding Lone Oak Park being developed by Oklahoma City along both sides of Bluff Creek (formerly the green belt behind Wild Creek Drive for our neighborhood). Some homeowners received the following communication in December from Brandon K. Boydstun, OKC Park Planning & Development Manager: “The City has hired an engineering and landscape architecture consulting firm to study the flood and drainage issues of the Lone Oak Park property. They will recommend to the Parks and Public Works departments what improvements can be made to the park at the conclusion of their study. Once the recommendations have been evaluated by City staff, a public meeting will be held to garner input from the park’s neighborhoods and residents. Stay tuned to future developments.” It was also mentioned that the council member who has been involved with the Park is up for re-election.

h. Neighborhood safety was discussed briefly. Homeowners were not aware of any new issues.

i. The bases of our street signs may need to be painted. The Board will investigate.

j. A traffic light has been approved by the City for Lone Oak Dr. and NW 150th. We’ve been told that the wait for funding could take several years.

k. A homeowner asked who maintains the landscaping at the south end of Lone Oak Dr. That issue was raised this past November at the Lone Oak Network meeting because the shrubs at the south end had died. Following some research, it was determined that the Lone Oak Lakes HOA is responsible for the maintenance, and they had the area cleaned and dead shrubs removed. We don’t believe that area has irrigation, so it is unlikely that the shrubs will be replaced but it will be kept clean.

6. Board member nominations and election: twenty-three people were on the Zoom call for the voting and we had 3+ proxies. 2023 Board members are:

a. Barbara Rhoades - President

b. Debbie Hill - Treasurer

c. Mary Bohn - Secretary

d. Stacy Moorhead – gates and clickers

e. Adam Shahan - member at large

f. Adam Jeppson – member at large

g. Jordan Watson – member at large (via Zoom)

7. The Board will next meet on Monday, February 13th, at 7:00 PM. Please email the Board for location if you would like to attend.
