Lindsi Kerstetter called the meeting to order at 7:01 PM.
Quorum was certified. Board members present were Lindsi Kerstetter, Debbie Hill, Amy Johnson, Noel Jacobs, and Mary Bohn.
Minutes from the prior meeting were approved.
Treasurer’s Report
Receipts of HOA dues is in progress at about the expected rate for this time of year.
Grounds/Facilities Report
We are happy with the service provided by Scenic Lawn & Landscaping in 2015 and wish to continue in 2016. We believe the cost will be the same as the prior year. Noel will obtain a quote.
Ad Hoc Committee Reports – none at this time
Old Business
Street repairs – we have one good quote from 2015 and need one or two additional quotes.
Noel has contacts in this business and is already in the process of obtaining additional quotes.
Concern regarding cars blocking the exit to Lone Oak Drive while waiting for the school buses. This is a hazard to children and to the cars trying to exit our subdivision. We agreed to post signs saying “no parking/no waiting” at the entrance of our subdivision.
Order signs from Fast Signs (Noel)
Issue regarding trees not meeting the 3-inch caliper requirement – some homeowners have not responded to non-compliance letters or do not agree with the non-compliance.
We will hold on this issue until Spring when we do our next walk-through in the neighborhood. We will ask Scenic if they could provide a good rate for trees for homeowners who need them, and what the minimum number would be (Noel)
New Business
Kathy Turner attended the meeting to request approval for a pergola.
The request was approved.
Discussion was held regarding HOA Board use of the Lone Oak Creek Facebook page vs. the HOA web site.
The Facebook page is not owned by the HOA Board and is not an official source of information to or from the Board. Therefore, the Board will not use it as a source of communication with homeowners.
Lindsi will ask David Greggs, who owns the Facebook page, to add a disclaimer that the page is not an HOA site.
Becky Mauldin has informed us that the fence at the park looks like it needs new panels or to be secured better.
The Board is not clear about the ownership of the fence around the playground area, and wants to be cautious about setting any precedence in this area. Noel will check the covenants.
Noel will meet a fence company at the playground to get a quote for board replacement and repairs, as well as the possibility of sealing the wood.
Keith Beeson of Precision Concrete Cutting of Oklahoma emailed the board in regards to soliciting work. His business is to fix trip hazards on sidewalks cheaper than remove and replacing them.
We will look to him for a quote to fix our sidewalk on Lone Oak Drive at the time we do our street repairs.
Markeese Hightower is inquiring if we are taking bids for lawn care services this year.
Lindsi will inform him that we plan to continue with our current provider.
Nathan Nelson, an HOA Business Coordinator working for Google Fiber, wants to know if we are interested in pursuing. They would need access to survey in the neighborhood to find out what our needs are.
Following some discussion, we decided to hold on this for now.
Dave Carr Construction has begun building on the remaining lot in our community.
Noel drafted a notification to the homeowners, which Lindsi has posted on the HOA website.
Noel will contact Linda Carr regarding protection of the lot from runoff that can impact the street, as well as passage in and out of the neighborhood and work hours that consider our neighbors' schedules.
Suggestions/actions from the annual meeting:
Covenant changes – Stephanie Lippert volunteered to be the lead for this effort and will start with a survey of our homeowners to determine whether there is sufficient support to proceed.
There was concern expressed regarding the amount of water flowing down NW 158th while the entrance flower beds are being watered.
When Scenic turns the sprinklers back on, Noel will ask them to check the frequency and duration of watering.
The sidewalk on Lone Oak Drive needs repair. We should address at the same time as our street repairs.
This was covered earlier in 8d.
It was suggested that the Board should contact new home owners with information on our community, web site, etc. One suggestion was a packet which could be sent to the title company for the new homeowner. Pam Costa volunteered to lead this effort.
Debbie will draft for review a letter which the title company will give to the new homeowners, including information on our community and HOA. She will also let Noel know when there is a new homeowner.
Noel will pay a welcome visit to the new homeowners if possible.
The HOA web site needs revision but we have not previously had time to do that. Stephanie Lippert offered to take a look at it.
To assist homeowners in seeing the Board monthly minutes, it was suggested that the Secretary post a comment to the Lone Oak Creek Facebook page when minutes have been added to the HOA web site, along with a link to the minutes if possible.
Per our earlier discussion, the Facebook page is not an official site for the HOA Board, so we will not post comments regarding the meeting minutes.
Improvement to the playground, including shade and making it more usable for our children and families. This was mentioned during the annual meeting but omitted from our February agenda. It will be added for March.
Financial data for the HOA is currently on an old version of software that cannot be ported to newer software, and must be run on an old PC.
Debbie will purchase a current version of Quicken. Mary and Lindsi will help Debbie set up the homeowner information.
Lindsi will attend a meeting at the elementary school, called by the Principal, to address increasing concerns for student safety when arriving and leaving the school, due to cars parking on Lone Oak Drive and letting students run across the street. Lindsi will let us know if HOA action is needed.
Debbie and Lindsi will meet at the bank to add Lindsi to the HOA bank account.

The next meeting will be held Monday, March 7, at 7:00 PM at the Hill home.
