Lindsi Kerstetter called the meeting to order at 7:14 PM.
Quorum was certified. Board members present were Lindsi Kerstetter, Kevin Massey, and Mary Bohn.
As the first meeting for this board, there was no prepared agenda.
Minutes from the annual meeting of February 5, 2015, were reviewed and approved.
Treasurer’s Report (provided to Lindsi prior to the meeting)
For 2015, 75% of the annual dues have been collected. Dues from 24 homeowners are outstanding.
Grounds/Facilities Report
March is the month for approving a contract for lawn care of the common areas. Keven is obtaining quotes from the current provider as well as several others.
We discussed whether the current gate times needed to be modified. We were not aware of any need for changing the current schedule.
Kevin will obtain quotes for a camera to record gate activity. We would expect to have about two weeks of data at any time.
Kevin will be getting quotes for repainting the gates.

Old Business
The need for street repairs at Wild Creek Drive and 159th and 158th was noted in the annual minutes but not discussed during this meeting. We will add this item to the agenda for the next meeting.
As follow-up to the basketball goal discussion from the annual meeting, the following actions have been completed or are in progress.
Debbie Hill contacted our insurance agent and determined that our rates would not be raised by installing a concrete pad and basketball hoop in a common area.
The board members reviewed the HOA covenants regarding structures (article VIII, section 8.1.2) and voted unanimously that the basketball goals installed facing the street at the Gracey and Goodger homes do represent covenant violations. It is our understanding that the prior HOA board also voted in late 2014 that these goals violated the covenants. Mary Bohn will draft, for review of the board, violation letters to be sent to these homeowners.
We have been told that the Goodger family is willing to donate their basketball goal for installation in the common area.
Kevin will obtain a quote for the concrete work. He has the name and contact information. There will be no lights installed so that play will not continue past dark and disturb the neighbors.
Lindsi reported that one of the other Lone Oak HOAs has addressed a similar issue with a flag pole placed within the easement, and an attorney’s review of the covenants was obtained. Since all the Lone Oak HOA covenants were prepared by the same developer, Lindsi will ask for a copy of the attorney’s review from that HOA board and will get the attorney’s name in the event we also wish to meet with the attorney.
We discussed whether we should notify the neighbors on either side of the common area regarding our intent to install a concrete pad and basketball goal. No decision was reached.
The board will also review the three permanent basketball goals that are installed next to driveways to determine whether they are within the easement.
New Business
The board is concerned about the number of rented homes within Lone Oak Creek. We would like to require a minimum of one year lease for all future rentals, and would like to restrict homes in our community from being rented (with the exception of those already rented). To proceed, we will need to review this with an attorney and then take it to the homeowners for a vote. Further discussion will occur in upcoming meetings.
In future meetings, we would like to discuss the strategy on street repair funding.
We would like to evaluate whether we can provide more and better play areas for the children of our community. Suggestions included shade for the existing playground, and a splash pad.
The HOA web site has been down. Kevin will contact Dean. It’s been noted that the web site is difficult to use, and will be discussed in future meetings.
The next meeting will be held on Monday, April 6, at 7:00 PM. The location was tentatively set as Debbie Hill’s home, pending her agreement.
