Lone Oak Creek Homeowners’ Association Minutes
April 15, 2024
1. The meeting was called to order at 7:00 PM.
2. Quorum was certified. Board members present were Brandon Jackson, Keith Hill, Debbie Hill, Stacy Moorhead, and Mary Bohn.
3. Minutes from the prior meeting were approved.
4. Treasurer’s Report
a. Four unpaid dues will be forwarded to the attorney for collection, following many letters to the homeowners.
b. Costs this month included annual pond treatment, and monthly PSI gate maintenance.
5. Ad Hoc Committee Reports
a. Thanks to Rushali Kale for organizing a community Easter event.
6. Old Business
a. A section of the brick wall on the north side of the entrance, which was excluded from the original brick wall repair, requires further investigation and bids. We believe that the current footings for that section are insufficient, so the work will be extensive. (Mary will request bids so we can determine the cost and the nature of the repairs.)
b. Automatic payment of the water bills (Brandon will work with Debbie to initiate automatic payment)
c. Mulch for the playground (complete - Keith ordered 115 bags of mulch from Lowe’s for the playground and entrance flower beds and put a request on the Facebook page for homeowner assistance. An additional 45 bags were purchased on the day the mulch was spread in order to complete the job.)
d. The bases of our street signs need to be painted. Due to the price quoted in 2023 by the person who did prior painting, the Board decided to paint the signs ourselves. (TBD - obtain the Rustoleum paint and schedule painting the signs. Our target is April.)
e. The Board would like to suggest that all owners of leased homes have a lawn service to care for their yard. (Mary will send letters - complete)
f. Discuss how/when the HOA should step in and perform lawn maintenance and landscaping when the owner/renter has severely neglected the yard (complete for now – letters were sent to homeowners needing sod)
g. Landscape bids for 2024 (complete)
i. Debbie emailed the quote from LPs to the Board, and we voted to continue with LPs. Mary thanked LandScapingKings for their bid and let them know of our decision.
h. Community vendor list for homeowners (complete, Adam J created a google document with our current list of Lone Oak Network vendors, and a link has been added to the HOA web site and Facebook page. Note that Board members need to sign into google to edit the list).
i. Debbie and Brandon will coordinate adding Brandon to the HOA checking account.
j. Jingying has begun digitizing invoicing for 2024, for placement on a google drive which has been shared with the Board. (ongoing, Jingying has scanned all current bills into a google document and provided access to Board members.)
k. We will plan to obtain and plant flowers around mid-April (complete).
l. Identify someone qualified to audit the HOA financials and determine the cost (discussion postponed to the next meeting)
i. Debbie’s inquiries to CPAs yielded no results, the job is too small.
ii. We have the name of an auditor used by Lone Oak Park, but expect the cost to be high.
iii. The attorney used by the Lone Oak HOAs did not have any suggestions.
iv. The self-audit tool from the Neighborhood Alliance of Central Oklahoma (https://nacok.org/) is a financial audit tool as expected.
v. The Executive Director of the Neighborhood Alliance of Central Oklahoma made suggestions for developing our own financial audit tool if desired, which will be reviewed at the next meeting.
m. Yard of the month – to be identified at the next meeting
7. New Business
a. The grass was not being cut at 4641 NW 158th, which is an empty rental home. The homeowner was notified that the grass was cut by the HOA and the owner will be billed.
b. Sprinklers
i. Wasp nests inside two controllers on Wild Creek Dr. need to be removed before the controllers can be turned on. Debbie has an exterminator she will contact (complete – nests removed)
ii. Sprinkler repairs are needed at the playground and entrance, and the controller at Creek Heights needs to be replaces (JMac will do this work).
8. Date and time of the next meeting – May 13th for a walkaround and meeting. We will meet at Mary’s house at 6:00 PM.
