Lone Oak Creek Homeowners’ Association Minutes

February 5, 2018

1. The meeting was called to order at 7:00 PM.

2. Quorum was certified. Board members present were Lindsi Kerstetter, Debbie Hill, Kevin Howze, Jennifer Roberts, and Mary Bohn.

3. Minutes from the prior meeting were approved.

4. Treasurer’s Report

a. Status on unpaid dues from 2017 and prior:

i. One homeowner has paid the dues and interest for 2017. Liens are being filed against the three homeowners who have unpaid dues for 2017 and prior. (Debbie – in progress)

ii. Twenty-three homeowners have paid the 2018 dues so far.

5. Grounds/Facilities Report

a. Update on high bill for Fall planting from Plan-It.

i. Kevin contacted Plan-It and they confirmed they planted the required number of flats. However, we are concerned about the quality of the plants and will likely not use this vendor for 2018.

ii. Debbie will pay the bill and include a letter regarding our dissatisfaction.

b. Sprinkler repairs by JMac Installers

i. Now that we have seen the decrease, Debbie will request a one-time credit from the City for water usage. (in progress, Debbie is providing additional information requested by the City)

ii. The sprinkler control box at the playground is locked (Kevin – complete. Key was found and the sprinklers turned off.)

iii. Determine action on recent water break at front entrance (Kevin – hold until the March meeting)

iv. A broken sprinkler head in the Wild Creek common area will wait until spring. Also the grass has been wet in one place at the playground and may indicate a sprinkler problem. (Kevin – investigate in the Spring)

c. There is a street light out at the entrance. (Lindsi will ask Amy Johnson to follow up with the city on work order #900858609)

d. Street sign for 159th & Creek Heights, which we have been unable to fix. (Kevin)

6. Ad Hoc Committee Reports – none

7. Old Business

a. New HOA website:

i. Announce new web site to the homeowners in January (Lindsi - complete).

ii. Work on the FAQs (Lindsi - ongoing)

b. Bricks have fallen off the wall at the entrance.

i. Kevin – Frankie’s quoted $275 for labor and concrete, assuming we can use the existing bricks

ii. Kevin will contact Bill Turner, who volunteered at the annual meeting to obtain a quote

c. Gate codes – Lindsi will email the homeowners who moved into the neighborhood in the last year requesting that they contact the Board to change their gate codes and to provide contact information. (Lindsi – complete)

8. New Business

a. There are two house closing this month. Debbie has provided the information required for the closings, and will send letters to the homeowners regarding the requirement to change the gate codes and requesting contact information. Debbie will also send a letter to the homeowners in the house built last year by Carr.

b. Remove expired corporate gate codes (Lindsi).

c. Review insurance coverage (Debbie).

d. Take over gate responsibility (Jennifer).

e. The landscaping contract is due for bids and a decision in March. Below are our requirements:

i. Thirty (30) visits to do the following:

1. Mowing, edging, weed eating, and blowing for 4 common areas inside the gate and 2 outside the gates

2. Empty the playground trash can

3. Weed the playground

ii. Three weed control applications and 4 fertilization applications

iii. Application of 50 bags of Cyprus mulch on the playground (specify the size of the bags)

iv. Once in the Spring, cut to a nub the tall ornamental grass at the end of the Wild Creek cul de sac.

v. Irrigation:

1. Make seasonal adjustments to the frequency and duration of watering.

2. Replace sprinkler heads as needed (specify the price for each head and bill as heads are replaced.

3. Make recommendations as needed for other sprinkler repairs

vi. Spray weeds between the concrete at all common areas (as needed)

vii. Flower beds:

1. Apply 50 bags of grade A cedar mulch in the Spring, and up to 30 bags throughout the year as needed (quote price per bag and bill the additional bags as used)

2. Trim shrubs and clean up the flower beds monthly

3. Add hardy perennials in the Spring to fill in the flower beds and reduce the use of annuals. Recommend the perennials by name, including the cost and size of the plants.

4. Use 20 flats of seasonal color in the Spring and Fall. Make a recommendation as the plants to be used, including cost and size of plants.

9. Date and time of the next meeting – March 5th at 7:00 PM at the Hill home.
